Position Summary

The Housing Authority of the City of Orange, Texas, is seeking a dedicated and detail-oriented Section 8 Housing Counselor to support the administration of HUD’s Housing Choice Voucher (HCV) Program. This role involves managing a caseload, determining eligibility, performing annual and interim re-certifications, and ensuring full compliance with HUD regulations and agency policies.

The ideal candidate is compassionate, organized, and committed to promoting stable housing opportunities for low-income individuals and families.

Key Responsibilities

  • Maintain and update client case files in compliance with HUD and agency requirements
  • Conduct annual/interim re-certifications, income verifications, and rent calculations
  • Communicate with landlords, property managers, and community partners to facilitate housing placements
  • Educate clients and landlords on program procedures and their rights and responsibilities
  • Ensure adherence to HUD regulations, Fair Housing laws, and agency policies
  • Utilize housing management software to maintain records and generate reports
  • Stay current on HUD regulatory updates through training and continued education

Qualifications

  • Associate or bachelor’s degree in social work, Public Administration, or a related field (or equivalent experience)
  • Minimum of 2 years’ experience in case management, housing services, or related human services
  • Knowledge of HUD Section 8 program regulations preferred; HCV Management Certification is a plus
  • Excellent communication, organization, and problem-solving skills
  • Ability to manage confidential information with integrity
  • Proficiency in Microsoft Office and housing management software
  • Bilingual (Spanish or other language) is a plus

Working Conditions

  • Primarily office-based with occasional field visits to client homes or housing units
